Cheating on tolerance on pilot87 until I write primal

Lou Hafer points out that header file has an unnecessary ";" which is causing a problem on one of his machines.

Lou Hafer points out that header file had a paramter as "const int" and implementation in cpp file had same parameter as "int".
The header file has been changed to agree with cpp file.

These changes are needed for Dylp.

Sun Workshop 6 Update 1 on SPARC/Solaris 8 required rearrangment of code in OsiIndexedVector and OsiIndexedVectorTest in order to execute correctly. (The highlight was having CC claim that 1.0/1.0 == 24!)

Lou Hafer's changes so that code does not stop when a SI does not get the correct objective function value.
JP's changes selectively run netlib problems based on the SI (ie a SI can choose to skip over certain problems that it does not solve).
